Which permits you need to film in Bucharest
The short answer: it depends where you shoot and what the shoot involves. Below are the common situations and the paperwork each one requires.
Shooting in a private space, with no impact outside
If you shoot inside an apartment, a rented warehouse or a studio, and nothing from the production spills into the street, you generally do not need a City Hall permit. You need the owner agreement and a contract. Careful though: if you park trucks on the street or run cables outside, the situation changes.
Shooting in public space
Street, pavement, park, square — you need a permit from the Bucharest City Hall (or the local city hall, in another city). The application covers the production details: date, time, exact location, what the shoot involves, how many people and vehicles.
The shoot affects traffic
Scenes with moving cars, traffic stops, stunts on the roadway — on top of the City Hall permit, you need Traffic Police approval. The two go together and reference each other.
Closing a street or occupying public space
For large productions — an empty street, a set built on public land, a square taken over — this becomes a street closure and public space occupation. It is the most complex case: it involves the City Hall, the traffic police, and sometimes public transport and sanitation.
How long it takes
It varies a lot, depending on the type of shoot and the season. A practical rule: the greater the impact on public space, the earlier you need to start. If your shooting date is fixed, build the calendar backwards from it.
